Overview
The NSW Government has committed to commencing procuring the replacement of the Tangara fleet of suburban passenger trains by March 2027, with a 50% local content target to be included in the contract.
The replacement fleet will be the first in a long-term pipeline of locally built trains that extends out to the 2050s. Through the long-term fleet pipeline, the NSW Government wants to leave a strong community legacy of secure and skilled rail manufacturing jobs and apprenticeships in a revitalised NSW and Australian rail manufacturing industry.
Details
The 55 x 8-car Tangara sets entered service in 1988, and today represent about a quarter of Sydney Trains' suburban passenger fleet. The NSW Government has committed to commence procuring a replacement fleet for Tangara by 2027, with a 50% local content target to ensure Australian and NSW-based businesses and jobs are engaged in designing, building, and maintaining the fleet.
NSW has one of the strongest rail manufacturing pipelines in Australia. Beyond Tangara, the Millenium and OScar fleets need replacing in the 2040s, and the Waratah's in the 2050s. Through Tangara and future fleet replacements, Transport for NSW and Sydney Trains are looking to establish a sustainable rolling stock manufacture pipeline and foster collaboration across the supply chain to unlock new opportunities for local manufacturing businesses.
Status of Project
Transport for NSW and Sydney Trains have commenced preparation of a Strategic Business Case for suburban passenger fleet replacements, which will be supported by ongoing industry engagement and a Final Business Case for the first fleet replacements over the next couple of years. Supply chain mapping data from ICN Gateway is being continuously monitored during this time to understand the scale of the opportunity for manufacturers in NSW specifically, and across Australia and New Zealand more broadly.
In July 2024, Transport for NSW held its annual InMotion industry confidence to provide industry with more information on Future Fleet Program, including timing and next steps. Trains for NSW: Early Guidance for Industry was launched at InMotion and further outline the NSW Government's plan to invest in a long-term pipeline of replacing and modernising NSW's ageing suburban passenger fleet over the next 30 years. It makes a series of commitments to industry to provide certainty and confidence to invest in boosting local capability and capacity, and to support industry with planning and mobilising for delivery over coming years. NSW-based businesses are expected to play a significant part in making trains for NSW.
Domestic rail manufacturing businesses, particularly those based in NSW, are strongly encouraged to register with ICN so Transport for NSW and Sydney Trains can better understand industry capacity and capability and continue engaging with industry during Future Fleet Program's development and in the lead up to commencement of procurement. After registering with ICN, businesses may be contacted by Transport for NSW and Sydney Trains to participate in future engagement that will inform the Program's development, as well as sessions to facilitate connections across the supply chain. Subject to a NSW Government investment decision on the replacement fleet expected in 2026, businesses registered with ICN will be advised when procurement commences.
