About the Project Owner
Riverina Redevelopment Joint Venture (RRJV) - comprising of CPB Contractors and Downer.
CPB Contractors (www.cpbcon.com.au) is a subsidiary of CIMIC Group Limited. Downer (www.downergroup.com) is listed on the Australian Securities Exchange.
The Project
The Riverina Redevelopment Project is a program of works across three Department of Defence establishments including:
- Albury Wodonga Military Area (including North, South & East Bandiana, Latchford Barracks, Wirlinga)
- Blamey Barracks (Kapooka)
- RAAF Base Wagga
The scope comprises major upgrade or replacement of existing infrastructure and facilities to support Defence capability for the next 30 years.
The Project is valued at in excess of $1b and will incorporate a variety of elements including:
- Construction of new messing and living in accommodation
- Construction of new training facilities
- Refurbishment and upgrading of existing buildings
- Construction of new car parks
- Remedial works and upgrades to infrastructure services
The proposed capital investment is $1.1 billion and is yet to be considered or approved by the Government or Parliament. The RRJV has been appointed to plan, and subject to approvals, deliver the Program works to gain efficiencies in planning, standardisation of design, cost and time efficiencies in Program approvals and construction packaging/delivery. There is also an intent to maximise local and Indigenous industry participation.
The Program is currently in Planning Phase where the design will be developed to 90% and site investigations will be undertaken.
The RRJV is seeking registrations from interested suppliers, consultants and contractors looking to be involved in this program of works.
The indicative program milestones are:
- Apr 22 - Contract Award for Planning Phase
- Aug 24 - Delivery Phase Approval - inclusive of all Defence, Government and parliamentary approvals
- Dec 31 - Completion of the last Stage of Works
- Nov 32 - End of last Defence Liability Period
General Information on Project
For the avoidance of doubt, this is not the first stage of a multi-stage procurement. In other words, potential tenderers that choose not to participate in this market sounding process will not be prevented from or disadvantaged in participating in the subsequent request for tender (RFT) process, if any. There is no contract being created by this process and RRJV is under no obligation to take into account any information presented or submitted by a registrant. RRJV does not intend, and registrants should not interpret, this market sounding process as indicating anything in relation to the final development and delivery strategy for the Program.

Building Package - New Multi-User Depot (Cadets and Reserve)
. Construction of the new Multi-User Depot.
. Management of the entire building construction from acceptance of site to commissioning, handover and through the defect liability period.
. Engagement, coordination, and management of all subsubcontractors and suppliers across all trades and disciplines.
. Works include:
o In-ground works;
o Building structure;
o Building envelope;
o Internal and external fit out;
o External civil and infrastructure works, including parade ground and carpark; and
o Landscaping (soft and hard).
. Total Gross Floor Area (GFA) of approximately 3,200m2, as well as a 1,200m2 shared external undercover area.

Design coordination, and Construction of the New Education and Video Conference Facility
Management of the entire building construction from acceptance of site to commissioning, handover and through the defect liability period.

Electrical & Security package for 9 x 48 bed Living-in Accommodation (LIA) buildings and 1 x New Recruit Living -In Accommodation Building
Design coordination, construct commission, and certify building electrical and security services
Facade package for 9 x 48 bed Living-in Accommodation (LIA) buildings and 1 x New Recruit Living -In Accommodation Building
Supply and installation of complete facade system including:
Lightweight framing
Insulation
Weatherproof, waterproof and vapour permeable lining installation
Fibre cement, aluminium and metal linings
Windows, doors, louvres and associated hardware
Flashings and trims
Water testing and certification
(Option) design and construct of 'panelised' facade system
Decommission and demolish existing hydraulic infrastructure
