The Australian Government Department of Defence is progressing the Facilities to Support AIR 6500 Integrated Air and Missile Defence Command and Control (Package 1) project at RAAF Base Darwin in the Northern Territory.
The project will deliver new facilities and supporting infrastructure for the Royal Australian Air Force's No. 114 Mobile Control and Reporting Unit (114 MCRU), supporting the introduction of modernised integrated air and missile defence command and control capabilities.
The proposed works include construction of an Operations Support Facility, vehicle shelters, mechanical and fire services infrastructure, and associated civil, utilities and security infrastructure upgrades.
The Department of Defence has identified an estimated total capital out-turned cost of $299.1 million (excluding GST and previously expended development costs). Subject to the necessary approvals, construction is anticipated to commence in mid-2027 and be completed by late 2029.
Laing O'Rourke is participating in the procurement process for the project's head construction contract. As part of its tender preparation and supply chain engagement activities, Laing O'Rourke is seeking to identify suitably qualified subcontractors, suppliers and service providers with the capability and capacity to contribute to the proposed works.
Project Scope
The proposed project comprises five principal work elements:
The Supplier Registration of Interest work package below includes 38 scopes of work. These scopes are intended to help identify interested and potentially capable suppliers.
Industry Participation and Supply Chain Opportunities
Laing O'Rourke recognises the importance of engaging capable Australian businesses, including Northern Territory and Indigenous enterprises, in the delivery of major Defence infrastructure projects.
Through this ICN Gateway project page, Laing O'Rourke intends to identify and engage with businesses across a range of construction, specialist trade, equipment supply and project support disciplines.
Interested businesses are encouraged to register their capabilities, relevant project experience, accreditations and capacity to undertake work in the Northern Territory.
Participation in this process will assist Laing O'Rourke in understanding available industry capability and identifying potential subcontractors and suppliers as its tender and procurement planning progresses.
Expressions of Interest
Businesses interested in participating in the proposed project are encouraged to submit an Expression of Interest (EOI) against relevant work packages listed on this page.
To register an EOI:
EOIs will be used to support preliminary market assessment and supply chain planning. Submission of an EOI does not constitute an offer of work, guarantee an invitation to tender or establish any contractual relationship.
All procurement opportunities remain subject to Laing O'Rourke's appointment, project approvals and the final procurement strategy.
Project Updates
Interested businesses are encouraged to select the Keep Me Posted function on Gateway by ICN to receive notifications as further information and opportunities become available.
