Overview
Toowoomba Regional Council (Council) is planning the delivery of a new water treatment plant (Southern Water Treatment Plant Project) to meet growing regional demand and enhance the security and resilience of the region's potable water supply. The new Toowoomba to Warwick Pipeline provides an opportunity for Council to access an additional raw water source in the south-western Toowoomba Region. Integrating a new potable water supply asset into Council's network would increase treatment capacity, reduce reliance on the existing Mt Kynoch Water Treatment Plant and support the region's future growth and long-term water security.
The Project is expected to comprise:
The Project will be jointly funded by the Queensland Government and Council and designed to be delivered as a single, integrated package of works by the successful D&C Contractor.
Delivery Schedule
The Project is currently going through a competitive two-stage procurement process that will be used to select a suitability qualified contractor for the Project. It is forecast that the Preferred Contractor will be appointed in early March 2027. Early Works are scheduled to commence on site Q3 2027, with the forecast date for completion between Q2-Q3 2029.
Council invites local and regional businesses interested in supplying goods, services or works to the Project to register an Expression of Interest (EOI) through this ICN Gateway Project page.
Council is committed to supporting local suppliers, strengthening industry capability and maximising local participation, with particular emphasis on businesses and workers located within Council's Local Government Area (LGA). This EOI provides businesses with an opportunity to outline their capabilities and be considered for potential supply and subcontracting opportunities associated with the Project.
Specific supply and work package opportunities will be published on this page as they become available. Interested businesses should:
Information submitted through ICN Gateway will be made available to shortlisted head contractors during the Early Contractor Involvement (ECI) Phase. This will assist prospective head contractors to identify capable suppliers, establish effective supply chains and develop strategies that maximise local and regional industry participation.
Registration of an expression of interest does not guarantee engagement, inclusion in the Project supply chain or progression to a subsequent procurement stage. Businesses that demonstrate the capability and capacity to meet relevant work package and prequalification requirements may be invited to participate in future procurement or Request for Tender processes.
