Albury City Council (ACC) is undertaking early market engagement for the delivery of the Albury Main Sewer Pump Station (MSPS) and Rising Mains Project. This Advance Tender Notice is issued to inform the market of upcoming major infrastructure opportunities, encourage interested organisations to register via Albury City Council's TenderLink portal, and support market awareness and readiness ahead of the formal procurement process.
Contract 1 - Main Sewer Pump Station (MSPS)
The MSPS contract comprises the construction of a new pump station and associated works, including but not limited to:
Civil and Structural Works
* Construction of deep concrete wet well (approximately 16m diameter and 10m deep) with two chambers
* Bulk excavation, shoring, piling and dewatering
* Construction of a multilevel pump station covering structure with drive through access and an attached two storey electrical building, including architectural treatments appropriate to the site context
* Overhead gantry crane with dual hoists for maintenance operations
* Installation of a surge tank at the pump station
Mechanical
* Supply and installation of approximately 10 pumps (in the order of 170 kW each)
* Installation of pipework, valves, and hydraulic systems within the pump station
* Odour control system
* Installation of package air conditioning (PAC) units to service electrical and control rooms
* Installation of the flow meter on the new rising main
Electrical
* Provision of chamber substations for high-voltage power supply
* Installation of high-voltage and low-voltage electrical infrastructure, including switchboards and distribution systems
* Provision of variable speed drives (VSDs) for pump operation
* PLC systems for automatic control and remote monitoring
* Installation of approximately two 1.5 MVA transformers and associated HV/LV equipment
* Provision of two standby diesel generators (in the order of 1400 kVA each) for emergency power supply
* Installation of UPS systems with battery backup for control and instrumentation equipment
* SCADA integration, including provision of a control room for system monitoring and operation.
Building Services and Ancillary Systems
* Internal and external lighting, including emergency and security lighting
* Fire detection and alarm systems, including fire indication panels
* CCTV and security systems for facility monitoring
* Provision of safe access and maintenance facilities
Decommissioning and Demolition
* Demolition of existing depot buildings and transformer infrastructure and decommissioning of existing SPS01 following commissioning of the new facility.
General Requirements
* Construction within a live operational sewer environment, maintaining continuous service
* Temporary works required to ensure existing SPS operation is not interrupted
* Testing, commissioning, training and handover of the facility
* Delivery in accordance with relevant standards, approvals, and Council requirements
* Design/design finalisation of proprietary systems
The rising mains contract comprises the construction of new pipeline infrastructure connecting the proposed MSPS to the Waterview Wastewater Treatment Plant.
The scope is expected to include, but is not limited to, the following:
* Installation of approximately 4.5 km of DN900 DICL rising main between SPS01 and the Waterview WWTP
* Installation of approximately 800 m of DN1100 rising main along the route where both mains will be laid in the one trench
* Trenchless construction works under Bungambrawatha Creek and under heritage areas within Padman Park, including approximately 460 m of horizontal directional drilling (HDD) using DN1000 HDPE pipe and potentially a second approximately 430m of horizontal directional drilling (HDD) using DN1200 HDPE pipe
* Construction of thrust blocks, bends, and associated pipeline restraints
* Installation of two surge tanks along the rising mains
* Provision of air valves, scour valves, and cross-connections
* Provision of odour control on the rising mains
* Testing, commissioning, and handover of the pipeline infrastructure
* Management of construction impacts including traffic, access, and environmental
* Design/Design Development of components of the works
