Victoria's water sector represents a major, long-term pipeline of work for capable suppliers, with strong policy drivers for local content and ongoing investment in new and renewed infrastructure.
Sector overview and scale
Victoria's water sector includes 18 water corporations, 9 catchment management authorities and the Victorian Environmental Water Holder, making it one of the largest sectors in the state economy. The total asset base of Victoria's water corporations alone is around $40 billion. Demand for water infrastructure is rising across metropolitan and regional Victoria, driven by population growth in key growth corridors, climate change impacts and the needs of a $20.2 billion agricultural industry. The Victorian Government has identified water as a priority sector, allocating significant new funding for critical water projects.
Long-term drivers and opportunities
By 2051, Victoria's population is forecast to reach 10.3 million, with Greater Melbourne growing to about 8 million and 4.18 million new households requiring water, wastewater and stormwater services. Growth will be particularly strong in LGAs such as Melton and Mitchell Shire, where new residential development will require substantial investment in new networks and assets. At the same time, Victoria's water infrastructure must adapt to warmer and drier conditions, with reduced rainfall and increased climate variability placing pressure on storages, treatment plants and distribution networks. These trends mean sustained capital investment and renewal across the sector, creating a strong pipeline of opportunities for suppliers who can help design, build, upgrade, maintain and eventually decommission critical water infrastructure.

Victorian Government funded strategic water projects typically carry very high minimum local content requirements, often in the 80-90 per cent range, driving strong and ongoing demand for local industry participation.
