Marinus Link Project

Overview

Marinus Link is a new electricity and telecommunications interconnector between North West Tasmania and Victoria's Latrobe Valley. The national infrastructure project will strengthen the grid and drive investment in renewable energy.

It includes high-voltage and fibre-optic cables spanning 255 km across Bass Strait and 90 km underground in Gippsland, along with a fibre-optic terminal station at Sandy Point and converter stations at Heybridge and Hazelwood.The Marinus Link Project is jointly owned by the Commonwealth of Australia, the State of Tasmania and the State of Victoria and administered by Marinus Link Pty Ltd.

TasVic Greenlink (TVGL), a joint venture between DT Infrastructure Pty Ltd and Samsung C&T Corporation, has been named as the contractor for delivery of the Balance of Works (BOW) package. This package covers the construction of two converter stations - in Heybridge, Tasmania and Hazelwood, Victoria - the installation of equipment, and land cable civil works spanning 90km across Gippsland.

TVGL will be taking a number of major works packages to market, encompassing civils, electrical, plumbing, and steel. The project is looking for Expressions Of Interest from companies with a strong prioritisation on safety, that are eager to contribute to this significant dual state renewable energy project.

TVGL is actively creating opportunities within select packages for smaller businesses, social enterprises, and sole traders, with a particular interest in submissions from companies based in Gippsland and/or North West Tasmania.

The works generally comprise enabling works, trenching, installation of a ducted cable containment system (conduits), associated civil infrastructure, and reinstatement along the cable route between Waratah Bay and Hazelwood. The Subcontract Works will be delivered under a panel subcontracting model, whereby multiple subcontractors may be engaged and allocated discrete work fronts aligned with defined design packages along the project alignment. The Subcontractor will be fully responsible for the execution of the Subcontract Works, including the provision of all labour, plant, equipment, materials, temporary works, and services, except for those items explicitly identified as free-issued by TasVic Greenlink (TVGL).

The purpose of this Scope of Works is to engage with qualified subcontractors as part of an ECI Panel to deliver the larger & critical Horizontal Directional Drilling (HDD) shots to facilitate the installation of the Land Cable Containment (LCC) system at designated trenchless crossings along the 90km alignment spanning from Waratah Bay to Hazelwood Victoria. The LLC Procurement approach is to Tender for a Panel of high-quality, values-aligned Contractors through an Early Contractor Involvement (ECI) process to collaboratively develop, de-risk, and ultimately deliver elements of the Marinus Link Land Cable Construction (LCC) works.
