State Electricity Commission (SEC)

SEC Delburn Wind Farm

Overview

The SEC Delburn Wind Farm is Victoria's first 100% publicly owned, utility-scale wind generation project. Developed by the SEC in partnership with OSMI Australia, Vestas, Delta Group, and RES, it will be located just south of the Latrobe Valley in Strzelecki Ranges, Gippsland.

Once operational in 2028, the 33-turbine wind farm will generate up to 205-megawatts of renewable energy, enough to power more than 130,000 homes. Major construction began in April 2026, with civil and electrical works continuing through 2027 with full operation expected in late 2028.

The project represents a $650 million capital investment and will create 300+ construction jobs, longterm operational roles, and significant opportunities for local suppliers.

The wind farm will deliver more than $22 million in community and neighbour benefit sharing programs over its operating life and contribute to Victoria's renewable energy transition.
