Overview
Vopak Victoria Energy Terminal Pty Ltd (Vopak) is proposing to develop the Victoria Energy Terminal (VET) which is a low-impact solution to ensure Victorians have gas for their homes and businesses for the foreseeable future. VET incorporates a floating Liquified Natural Gas (LNG) marine terminal located in Port Phillip Bay, 19 kilometres offshore from Avalon, as well as onshore facilities.
The Project involves several scope components including:
- Marine terminal where the FSRU will be continuously moored and where LNG carriers will be temporarily moored alongside to transfer LNG.
- Floating Storage and Regasification Unit (FSRU) vessel* will receive LNG from the LNG import carriers delivered by ship-to-ship transfer. A regasification unit on the FSRU will convert the liquefied natural gas into vaporised natural gas.
- Subsea High Voltage (HV) power cable connection which will provide the FSRU with power supply.
- Buried subsea and onshore gas pipeline that allows natural gas to be transported to the onshore Gas Receiving Station (GRS). An underground shoreline crossing will be installed by Horizontal Directional Drilling (HDD) methodology.
- Gas Receiving Station (GRS) which will receive the gas from the FSRU, provide custody transfer metering and treat the imported gas with additives such that the gas meets the requirements of the VTS for supply.
- Onshore gas pipeline from the GRS to the connection point at the VTS
- Onshore electrical power supply* - HV transmission cables, terminal station, substation and any other grid connection requirements to provide electrical power to the FRSU and GRS.
* Note: The FSRU and Onshore Electrical Power Supply to the HDD entry point will be Build Own Operate (BOO) packages.
The project is planning for a Financial Investment Decision (FID) in Q4 2026.
Vopak is proposing to undertake a formal Expression of Interest (EOI) process to identify suitably qualified and experienced organisations to execute the Engineering, Procurement and Construction / Installation (EPCI) for the following potential Contract / package options:
- Overall EPCI Contract (includes Offshore and Onshore).
- Offshore only EPCI Contract.
- Onshore only EPCI Contract.
- Individual packages for Onshore or Offshore.
