Overview
The Mulwala and Benalla Facility Redevelopment is a scope of works across 2 regional Defence establishments: the Benalla Munitions Facility in Victoria and the Mulwala Explosive Facility in NSW. The Benalla site produces ammunition, explosive ordnance and other munitions, while the Mulwala site focuses on high quality propellants and explosives.
Scope to be confirmed when RFT (Request for Tender) is released. Expected Q3 2025.
The scope includes:
* Infrastructure upgrades at each site roads, fencing and security systems, emergency generators, potable water supply.
* Building upgrades, modifications, and new build.
* Establish climate change adaptation monitoring/management.
Downer is seeking registrations from interested suppliers, consultants and contractors looking to be involved in this project.
Indicative program milestones are:
* Aug 2025: Contract Award for Planning Phase
* May 2027: Delivery Phase Approval - inclusive of all Defence, Government and parliamentary approvals
* Jun 2030: Completion of the last Stage of Works
* Jun 2031: End of last Defence Liability Period
