About the Destroyer Capability Enhancement program:
The SEA4000 Phase 3 Air Warfare Destroyer (AWD) Project delivered three Hobart Class Destroyers (DDGs) and their Support System, with the last DDG commissioned in May 2020. In order to ensure the DDG capability can continue to operate within a dynamic maritime environment, the DDG platform will undergo a series of capability updates, upgrades and sustainment driven engineering changes. Collectively this is known as the Destroyer Capability Enhancement (DCE) and will occur over the next decade at the Osborne Naval Shipyard.
The Destroyer Capability Enhancement program forms part of the realisation of the Future Maritime Sustainment Model under Plan Galileo; released by the Department of Defence in 2019. The Maritime Sustainment Model is a fleet-wide, whole-of-life approach to sustainment to increase efficiency and minimise duplication across the Australian naval maritime domain.
The DCE program will be delivered at the Osborne Naval Shipyard in Osborne, South Australia. The three DDGs will be upgraded in series, commencing in mid-2025 with HMAS Hobart.
This presents opportunities for subcontractors across a range of capabilities including (but not limited to) electrical, outfit, support services, fabrication, insulation, mechanical, machining and platform maintenance.

The purpose of the EOI is to assess the feasibility and capacity of industry partners to provide scaffolding services in support of Scaffold - Outfit Support Tower (OST) and Ship Exterior Install and Removal within the DCE program. As part of the construction efforts supporting the DCE and DDG Sustainment initiatives, a variety of scaffolding and containment activities will be carried out on the Common User Facility (CUF) at the Osborne Naval Shipyard. These activities include the design, installation, inspection and de-mobilisation of scaffolding and containment systems.

The purpose of the EOI is to assess the capability of industry partners to provided Electrical Services support for upcoming fibre optic cabling tasks. Tasks include pre-plugging, installation, removal and testing both off and on-board the vessel.

The purpose of the EOI is to assess the feasibility of industry partners to provide Pipe Spools Clean and Test - Off Ship to support upcoming tasks in the DCE phases of production pilot, upgrades, and maintenance.
Pipe spool clean and test - off ship, occurs when new pipe spools are fabricated. During fabrication, pipes and/or fittings are joined together using the welding and braising process standards. The pipe spool then requires cleaning and testing, prior to install onboard the ship.
The clean and test process includes thorough cleaning with a high-pressure cleaner and pig gun to eliminate contaminants, bathing, and pressure testing to validate spool integrity.
Off ship pipe flushing and testing is limited to pipe spools that do not require welding onboard.
Specialist cleaning and coating will be determined by specification and build process according to design requirements.

The purpose of the EOI is to assess the feasibility of industry partners to provide Removal and Install Prop Shaft Phillyclad Wrap to support upcoming tasks in the DCE phases of maintenance, and upgrades.
Subcontractors' personnel to become an active participant of a fully integrated team working alongside BAE Systems Maritime and other onsite subcontractors. Remove and reinstall Phillyclad wrap around the external shafts.

The purpose of the EOI is to assess the feasibility of industry partners to provided supports, brackets, foundations & deck plate stiffening fabrication work to support upcoming tasks in the DCE phases of production pilot and upgrades.
Off ship light fabrication of medium and high quantity items for example but not limited to system and equipment supports, brackets, equipment foundations, and deck plate stiffening. Medium and high quantities typically 1 design replicated three or more times.

The purpose of the EOI is to assess the feasibility of industry partners to provided structural and outfit kitting to support upcoming tasks in the DCE phases of production pilot and upgrades.
Off ship structural & outfit kitting of parts - In support of onsite fabrication and installation, component parts to be cut and formed as individual piece or as a complete kit for onsite fabrication.

In support of BAE Systems Maritime operators at peak activities, subcontractors will provide deep clean to ship at docking phase and final deep clean prior to acceptance handover to RAN.

The purpose of the EOI is to assess the feasibility of industry partners to provide Deck Covering Screed Installation, to support upcoming tasks in the DCE phases of maintenance, and upgrades.
Provide screed substrate, final surface, install, care and protection. Due to upgrade and maintenance activities at all phases of project, there will be the requirement to install new and repair existing deck screed.
Provision for an external off site warehouse and freight capability to safely store and manage bulk materials and equipment along with the ability to receive and deliver deck covering materials to and from the shipyard when required. Onsite short term work area can be requested and agreed if required on site.
Scope of work Includes:
o Procurement of all material and hardware to complete the detailed requirement.
o Suitably Qualified and Experienced Personnel (SQEP).
o Tooling, equipment, and consumables.
o Surface preparation and coating where applicable.
o Objective Quality Evidence (OQE) documentation for quality records.
o Care and Protection.
o Warehousing and Freight.

Removal of current floor coverings, templating, pre cut, install and care and protection of new installed floor covering. Floor covering and care and protection materials, adhesives and other miscellaneous consumables to be to precured by subcontractor. Excludes matting.

The provision for an external off site warehouse and freight capability to safely store and manage materials and equipment along with the ability to receive and deliver fabricated items to and from the shipyard when required

o Adhesives, tooling, equipment, and consumables.
o Cutting, forming, gluing and installation.
o Objective Quality Evidence (OQE) documentation for quality records.
o Waste removal to allocated off ship waste disposal area.
o Care and Protection.
o Warehousing.

o Matting

o Stain repellent, durable water repellent protection.

The purpose of the EOI is to assess the feasibility of industry partners to provide Calibration - Platform and Platform Support, to support upcoming tasks in the DCE phases of maintenance, and upgrades.
NATA accredited inspections for onsite onboard ship testing, and/or offsite maintenance services to ensure lifting equipment meets testing standards and Australian regulatory requirements.
Calibration - Platform:
o Onboard equipment to include ships platform structural lifting points and equipment outside of test and commissioning (T&C) maintenance scope. The scope may include recertification of changes as an outcome of upgrades.
Calibration - Platform support off ship:
o Tooling, lifting & handling in support of trade and other discipline activities for example: spreader beams, weight cells, slings, chain blocks and other lifting and handling equipment.
Provision for an external off site workshop, warehouse and freight capability to undertake scope of work, safely store and manage materials and equipment along with the ability to receive and deliver equipment to and from the shipyard when required.
Scope of work Includes:
o Procurement of all material and hardware to complete the detailed requirement.
o Suitably Qualified and Experienced Personnel (SQEP).
o Packaging and marking of equipment in readiness for use in shipyard.
o Tooling, equipment, and consumables.
o Surface preparation and coating where applicable.
o Care and Protection.
o Warehousing and Freight.

As part of the construction efforts supporting the DCE and DDG Sustainment initiatives, a variety of mark-up and scope familiarity will be carried out at the Fleet Base, Garden Island, Sydney, Australia, The Wharf, at the Osborne, Adelaide site as well as the Common User Facility (CUF) at the Osborne, Adelaide site.
This will cover a variety of habitation fabrication, removal and installation activities that will be carried out alongside the wharf and on the Common User Facility (CUF) at the Osborne, Adelaide site. The subcontractor will work collaboratively with BAE Systems Maritime and other subcontractors to ensure compliance with operational requirements and safety standards.

The scope of work involves the removal, modification, and installation of Structural, Piping, and HVAC Insulation and Lagging onboard the DDG AWD.
