The Gladstone Project, if approved and funded will see several key projects planned, assessed and delivered in stages over the next decade. This will include new transmission lines and new transmission infrastructure such as substations and associated equipment.
This first stage involves construction of the Calvale to Calliope River Transmission Line Reinforcement Project. Stage 1 will also include works at the existing Calvale Substation, and an expansion of the existing Calliope River Substation.

Investment and funding decisions for future stages of the Gladstone Project will be assessed and delivered as part of the Queensland Government's Priority Transmission Investment (PTI) process. The Gladstone Project is expected to be implemented in three stages, subject to several factors, including: the PTI assessment, Ministerial direction, responsiveness to the load growth in the region, and the need to be flexible and maximise delivery efficiency.
Supplier Registrations of Interest
Between January and April 2025, Powerlink held an early Registration of Interest process for the Gladstone Project. After registrations closed, the information was used to inform a market analysis and develop key procurement planning documents.
Supplier details have also been included in our Central Queensland Supplier Register. Following a review of the data and market analysis, we have reopened 21 work packages for registrations. The work packages can be accessed below.
These packages were reopened to give local and Indigenous businesses additional opportunities to participate. The re-opened packages are where our analysis found the most potential for ongoing local and Indigenous participation.
How will Registrations of Interest be used?
Once a business has completed the ICN Gateway registration and registered their interest, the application and its details will form part of Powerlink's Central Queensland Supplier Register.
This Register will be used to undertake market analysis to maximise local and Indigenous participation, and in particular, to inform the main works contractor undertaking procurement activities. As packages become available, relevant businesses on the Supplier Register may be contacted for more information or to find whether they are interested in receiving a specific tender scope and submitting a quotation.
