The Toll Collection Capability (TCC) was defined as part of the project scope for the North East Link Project (NEL Project), as set out in the North East Link (NEL) Business Case. This included assigning responsibility for the delivery and procurement of the TCC to the State Tolling Corporation (STC). Following the establishment of STC, a separate project was established to progress the ongoing planning for the delivery and procurement of the TCC (Project).
The TCC Works are divided into the following packages (each a TCC Works Package):
o Roadside Systems package (RSS Package), comprising the RSS Works and the RSS Support & Maintenance Works; and
o Back Office Systems package (BOS Package), comprising the BOS Works and the BOS Operations & Maintenance Works.
RSS Package
The RSS Package includes the design, construction, installation, testing and commissioning of the tolling Roadside System. The RSS scope includes all tolling gantries and equipment required for the RSS to reliably detect and classify vehicles and record their tag and/or licence plate number details.
It also includes the ongoing support and maintenance of the system during the operational phase.
BOS Package
The BOS Package includes the design, implementation, installation, and commissioning of the Tolling Back Office System. The BOS scope includes trip formation and rating, payment processing and associated customer management, debtor management including interoperability fund settlement, debt collection, and court processes.
It also includes the ongoing support and maintenance of the BOS during the operational phase.
Due date for project completion
Q2 2028 for both the RSS Package and BOS Package.
