The Australian and NSW governments are funding the 15-kilometre M1 Pacific Motorway extension to Raymond Terrace. The extension will boost the regional economy and improve connectivity, road transport efficiency and safety for local and interstate motorists.
The M1 extention project will connect the existing M1 Pacific Motorway at Black Hill and the A1 Pacific Highway at Raymond Terrace. The project is located within the city of Newcastle and Port Stephens Concil local government areas and located in the Federal electorate of Paterson.
Once complete, the extension will remove up to 25,000 vehicles a day from key congestion and merge points along this corridor and will help keep freight, commuters and tourists moving.
The project includes 15-kilometres of dual carriageway and provides motorists access from the existing road network from four new interchanges at Black Hill, Tomago and Raymond Terrace. The project is being delivered as two separate packages of work - Northern Package (Heatherbrae Bypass) and Southern Package (between Black Hill and Tomago).
Seymour Whyte has been awarded the five-kilometre northern Heatherbrae Bypass section. The main construction of the Heatherbrae Bypass section is planned to start in October 2023 with the project expected to be open to the public 2028.
The work will be located near the Pacific Highway corridor from Tomago to Raymond Terrace and will include:
- site compound establishment including access roads
- property adjustments / public utility adjustments
- earthworks, drainage and pavement construction
- bridge works
- completion works including safety barriers, signposting, street lighting and landscaping.
Key features of the Heatherbrae Bypass section include:
- five-kilometres of dual-carriageway, with two lanes in each direction connecting the A1 Pacific Highway at Raymond Terrace to the extended M1 Pacific Motorway at Tomago
- a new interchange at Raymond Terrace with northbound on-ramps and southbound off-ramps to and from the Pacific Highway
- realignment of Masonite Road to provide a grade separated overpass
- a main carriageway bridge over Windeyers creek (approximately 170-metres long)
- two bridges over the main carriageway at Masonite Road and the Raymond Terrace interchange.

The supply, installation and modification of controlled access road fencing, boundary fencing and entry gates to secure the site and adjacent properties during and post construction of the road formation. Works must be in accordance with TfNSW D&C R201 and any other relevant specifications, Design drawings, Standard drawings and Australian Standards.

Intelligent Technology Systems - associated Civil Works

The installation of waterborne and thermoplastic linemarking for access road intersections, Motorway and temporary works. Other inclusions are audio tactile linemarking on the main carriageways and ramp, retro reflective raised pavement markers (RRPMS) installations adjacent to all lane, edge and barrier lines and removal of existing line marking by water blasting or grinding (if you have this capability).

The supply and installation of bored piles and associated temporary works (working platforms will be prepared by Seymour Whyte), installation of pile cages, management and supply, ordering and delivering of reinforcing steels, concrete and piling testing and the fabrication, supply, welding, installation and removal of temporary casing and of permanent casing where required.

The supply, delivery and placement of asphalt, seals and bituminous products. Other scope includes profiling of key-ins, preparation of surfaces and temporary pavements. All works shall be carried out in accordance with the relevant TfNSW specifications, TfNSW Technical standards current Australian standards, the TfNSW Traffic Control at Worksites (TCAW) Document and relevant Technical Documents, NSW Health and Safety Legislation and in strict accordance with the contract documentation, specifications, Scope of Works and Technical Criteria and drawings.
