The South Australian Government has committed $593 million dollars to the Hydrogen Jobs Plan to build a world leading hydrogen power station, electrolysers and storage facility near Whyalla.
The project includes:
- 250MWe of electrolysers
- 200MW of power generation
- Renewable hydrogen storage facility.
The 250MWe electrolysers will be one the world's largest and the 200MW hydrogen power station will be a new source of flexible renewable power, providing additional grid stability by utilising excess renewable energy generated from large-scale wind and solar farms to provide a consistent output of supply.
The associated hydrogen storage facility will be a source of hydrogen for the power station and industry looking to transition to net-zero production methods.
Construction of the 250MWe electrolysers, 200MW power station and storage facility is scheduled to begin in 2024 and be operational in early 2026.

The Office of Hydrogen Power SA (OHPSA) is seeking proposals for an experienced service provider to support OHPSA in identifying and protecting Cultural Heritage, as well as providing in-field oversight during ground-disturbing activities.
Ideal candidates should demonstrate:
. Proven experience with major infrastructure projects.
. Expertise in managing on-site cultural heritage for large-scale works, including a strong track record of similar services.
. Experience working with the Barngarla people and the Barngarla Determination Aboriginal Corporation (BDAC).
. Knowledge of relevant legislation, including the Aboriginal Heritage Act 1988 (SA).
. Excellent communication and negotiation skills for addressing complex heritage and native title issues.

The Office of Hydrogen Power SA is seeking a highly skilled Accommodation Project Management Support resource to assist OHPSA in securing both temporary accommodation suitable for a construction workforce and a legacy accommodation solution that can house the construction workforce and leave a legacy for the Whyalla region at the conclusion of the project.

The Office of Hydrogen Power SA is seeking proposals to secure quality accommodation to house the Hydrogen Jobs Plan construction phase workforce.
The Request for Tender, issued through SA Tenders and Contracts, seeks to address the needs through three distinct categories:
. Category 1: Temporary Accommodation Village
Stand-alone Temporary Village Accommodation on Crown Land, which will be removed upon the completion of Hydrogen Jobs Plan accommodation requirements.
. Category 2: Short Stay Accommodation
(a) Existing Short-stay Accommodation available within Whyalla
(b) New Development of Short-stay Accommodation facilities in Whyalla that meet the standards required for the Hydrogen Jobs Plan and are suitable for ongoing use once the project is completed or temporary solutions outside of the planned temporary accommodation village.
. Category 3: Accommodation Services
Accommodation Services (catering, laundry, cleaning, security etc) for the temporary village, with the possibility of extending services to offsite short-stay accommodation.

The Government of South Australia has committed $593 million to the Hydrogen Jobs Plan (HJP) to build a world-leading hydrogen production, storage facility and hydrogen power station near Whyalla.
The Office of Hydrogen Power South Australia (OHPSA) has identified a potential short-term solution to create a virtual gas pipeline by providing trucked Compressed Natural Gas (CNG) or Compressed Biomethane Gas (CBG) to the HJP power station for commissioning and short-term operation. As a result, OHPSA is seeking tender submissions to:
1. Mother Site. Design and construct a compressed gas truck fuelling station (mother site) at a location where there is guaranteed supply of compressed gas in sufficient quantities to satisfy OHPSA's requirements. Alternatively, an existing mother site can be utilised to facilitate truck loading.
2. Daughter Site. Design and construct a compressed gas truck unloading station (daughter site) at the HJP power station, complete with local site storage with sufficient capacity to enable 4 hours running of 200MW turbines.
3. Supply. Provide OHPSA with a supply contract for compressed gas in sufficient annual quantity, and daily delivery capacity to satisfy OHPSA's objectives. Including procuring compressed gas delivery trucks and drivers dedicated to the virtual pipeline. The short-term supply contract will be in place for approximately 1 to 2 years to enable transportation between the mother/daughter sites.
4. O&M. Operate and maintain both the mother and daughter sites.

As Hydrogen Jobs Plan (HJP) Early Contractor Involvement (ECI) services have progressed, the Office for Hydrogen Power SA (OHPSA) has determined that there is a need for Project Management Contractor and Principal Contractor (PMC+PC) capability once the HJP enters its delivery phase. The PMC+PC services include the overall planning and coordination of the HJP project to ensure that the project is delivered in an effective and efficient manner across the engineering, procurement, logistics, quality, safety, construction and industrial relations areas.
The service is seen as essential to ensure the timely and predictable delivery of this major project while ensuring that both the on-site and off-site activities are optimised and project is safely delivered.
It was envisaged that the end-to-end service provider would have the capability and capacity to provide PMC+PC services for the project. However, based on extensive interactions during the ECI process and the decision of the consortia partners to separately deliver the HJP project, this did not eventuate.
In order for the State to meet its HJP objectives and realise the benefits of the HJP business case, PMC+PC services are expected to ensure that the suite of HJP project packages will be delivered in an integrated, coordinated and optimised manner.
A suitable experienced PMC+PC services provider will be expected to:
. have the capacity and capability (through a demonstrated track record of major project delivery) to implement proven processes, systems and tools to optimise delivery outcomes and mitigate risks across the HJP program,
. rapidly deploy its personnel, and
. leverage its resources' knowledge and experience from contemporary Australian construction projects.
