Munarra Centre for Regional Excellence (MCRE)

The Project

The MCRE project consists of a number of work packages across the north and south precincts which are separated by the existing irrigation channels. The major separable portions consist of;

Separable Portion 1 - RFNC North Campus Works (on hold)

Separable Portion 2 - MCRE South Campus Works to the South Campus include the MCRE building, which will include new teaching and learning spaces for the Munarra Academy (currently ASHE, a partnership between RFNC and UoM which will undergo the transformation into Munarra Academy as part of the development). As an aggregator of pathways and tertiary education, the focus of the building will be supporting the education programs of the Munarra Academy, as well as other University, sporting and corporate partners as the campus evolves and activates. Culturally appropriate spaces and facilities dedicated to supporting cultural knowledge and activities, creating a welcoming culturally safe place for Indigenous and Non-Indigenous peoples to gather and engage are intrinsic to the vision and ethos of Munarra.Other supporting spaces will include administrative space including accommodation for the partner organisation's, leasable space, community, and cultural areas.

Separable Portion 3 - MCRE South Campus, UoM FitoutUoM as a project partner will become a tenant and end user of the proposed MCRE building. Areas include teaching spaces, staff office, meeting rooms, student lounge, resource commons/library and amenities. Tenderers are to refer to the documents within Contract Attachment A - Principal's Project Requirements for UoM's Design Standards and the extents to which they apply.

Separable Portion 4 - MCRE South Campus, Cafe Fitout. The cafe in the MCRE building shall be delivered as warm shell only as part of Separable Portion 2. The space allows for a reheat kitchen only and includes space for back-of-house cafe storage.

The MCRE Vision

Stage 1 of the MCRE will be a leading-edge pathways and tertiary education aggregator centre, built in Shepparton's major sporting precinct and will embed First Peoples culture in all of its curriculum and programs, and in doing so, position First Peoples knowledge transfer and cultural exchange as a national asset. It will welcome Indigenous and Non-Indigenous Peoples of Australia to multidisciplinary campus that is designed as a hub of connection for all.

The national campus will be the home to the Munarra Academy, which will include the programs of the Academy of Sport Health and Education (ASHE), as well as the Goulburn Murray Indigenous Business Hub, the Kaiela Institute, representation from the Rumbalara Aboriginal Football Netball Club (RFNC) programs, Rumbalara Aboriginal Cooperative health services, and University Partners and the Rumbalara Aboriginal Cooperative (RAC).The Munarra Academy, an initiative of Rumbalara Football Netball Club, is built on over 15 years of successful partnership with the University of Melbourne (UoM) in delivering culturally appropriate programs for people, particularly First Nations people, that demonstrably enhance education and employment pathways and outcomes.

The MCRE represents a once in a generation opportunity to enhance Aboriginal cultural identity, expression, and celebration; grow Aboriginal leadership; improve Aboriginal health; build Aboriginal education; enhance Aboriginal employment options; and move towards equitable social inclusion and reconciliation. The MCRE Vision is that it is Aboriginal-led, inspirational and pioneering. It builds on the courage and work of Yorta Yorta Elders to create a shared future in which Aboriginal people prosper, by making learning, Aboriginal knowledge, and the celebration of culture central to everything it does. Contributing to the Goulburn Murray regions ever growing identity in Tourism, Education, and Sport it is an activation of the Goulburn Murray Regional Prosperity Plan Goals. It is of major significance to the social, economic, and international relations landscape of the region but also Australia more broadly. The MCRE takes a unique transformational and positive investment approach with whole of region accountability - placing First Peoples leadership at the centre.

Site information

The site for the MCRE is located in the Shepparton sporting precinct, about 2.8km north of the Shepparton Town Centre. The MCRE redevelopment spans two sites. North Campus: located at 20 Mercury Drive, Shepparton is owned by the Rumbalara Football Netball Club. (Works are currently on hold). And the South Campus: located at John McEwan Reserve, Goulburn Valley Highway, Shepparton, Victoria 3630. The GSCC is the landowner with an agreement to lease the land via a 50-year peppercorn lease to Munarra Limited (the entity responsible for operating the MCRE).

Immediately surrounding the South Campus is land owned by GSCC. GSCC have recently completed civil, landscape and utilities infrastructure upgrade works as part of broader precinct upgrades. This included some works to the MCRE site which involved removal of the existing pedestrian bridge across the channel connecting the larger sporting precinct with RFNC, re-shaping works to the channel itself and stormwater infrastructure works.
