CPB Contractors Pty Limited, as a participant of the UNITY Alliance, is pleased to advise that the UNITY consortium has been selected as the successful consortium to deliver the Rail, Integration and Systems (RIS) works for the Cross River Rail Project ("the Project").

The UNITY Alliance is a consortium consisting of the following participants:

  • CPB Contractors Pty Limited
  • UGL Engineering Pty Limited
  • AECOM Australia Pty Ltd
  • Jacobs Group (Australia) Pty Ltd
  • Queensland Rail Limited
  • State of Queensland

Overall scope

The Cross River Rail Project ("CRR Project") is a 10.2km rail line between Dutton Park and Bowen Hills, that includes a 5.9km twin tunnel under the Brisbane River and Brisbane CBD. The project also includes construction of four new high-capacity underground stations at Boggo Road, Woolloongabba, Albert Street, Roma Street and redevelopment of Dutton Park Station and the Exhibition Station at Bowen Hills.

The Rail, Integration and Systems (RIS) Package Works are crucial to the overall delivery and success of the CRR Project, and its integration with the Queensland Rail Network.

The RIS base scope of works includes:

  • Integration of all CRR rail systems elements to Queensland Rail's existing network.
  • Integration of relevant systems into Queensland Rail's RMC (including tunnel security and management systems) and DRC (Disaster Recovery Centre)
  • New stabling yard and facilities at Mayne Yard North
  • Alterations to Mayne Yard East
  • Changes to the mainline tracks and junctions around Mayne Yard
  • Upgrade of Exhibition Station to comply with current Queensland Rail, local and national statutory requirements. The upgrade includes pedestrian connections to O'Connell Terrace and provision of an unpaid pedestrian connection between the southbound station platform, RNA precinct and the Old Museum.
  • Upgrades of the stations from Fairfield to Salisbury (referred to as the F2S Area), including Fairfield, Yeronga, Yeerongpilly, Moorooka, Rocklea and Salisbury Stations.
  • A third track from Mayne Yard past Exhibition Station to the Northern Trough Structure.
  • Northern surface works, including removal and replacement of the Brisbane Grammar School pedestrian bridge, to tie into the Northern Trough Structure.
  • Yeerongpilly junction enhancement works.
  • New and modified conventional signalling from Albion to the Northern Trough Structure and in the Southern Area and the F2S Area.
  • ETCS Level 2 trackside infrastructure throughout the CRR Project, including from Dutton Park Station to Salisbury Station.
  • ATO for the tunnel(s).
  • 25kV supply and traction power overhead line equipment alterations to support all CRR Project trackwork.
  • Rail telecommunication systems.
  • Returned Works.

The UNITY Alliance is committed to maximising local content during the procurement process for the RIS Works, bringing economic benefits to the region and strengthening the capacity of local suppliers competing for future projects.

Our procurement policy focuses on selecting suppliers on a best-value and best-for-project basis, including checks on health and safety, environmental, sustainability, quality and training and diversity performance. These requirements will be identified in a purchasing specification issued to potential suppliers.

UNITY's procurement guidelines recognise current government policy and are underpinned by a commitment to full, fair and reasonable opportunity including:

  • Prioritising supplier and subcontractor packages that drive tangible local employment opportunities
  • Maximising opportunities for Aboriginal and Torres Strait Islander businesses and employees, including achieving Indigenous Participation and training targets
  • Identifying companies able to supply goods and services commensurate with the quality, safety, reliability, delivery, value for money and sustainability standards of the project
  • Providing full, fair and timely opportunity for the local industry to pre-qualify for tendering to the Project
  • Evaluating tenders on a full lifecycle cost basis while taking into account all environmental, quality, safety, reliability, delivery and ongoing operational support considerations
  • Using Australian standards and codes in the formulation of specifications, tenders and the letting of contracts (except where it is unreasonable to do so)
  • Passing Local Industry and Indigenous participation requirements down through the supply chain to subcontractors and suppliers.

We expect our subcontractors to support and subscribe to UNITY's systems and philosophies. Consequently, we will strongly encourage (through our tendering and reporting processes) all subcontractors engaged on the RIS Works to demonstrably support our local employment and diversity objectives.

Training and mentoring for subcontractors will focus on achieving industry best practice benchmarks. UNITY's training philosophy is based on 'whole of project need'. That is, we take the view that training is everyone's business, so we provide encouragement and advice to subcontractors to ensure that indirect Project employees are afforded similar training opportunities as our direct employees.
