Overview

Australian Strategic Materials Ltd (ASM) is a vertically integrated 'mine to metals' producer of critical metals for new growth industries, high technologies and sustainable energy solutions. The company's Dubbo Project is a proven long-term resource of rare earth elements, zirconium, niobium and hafnium located approximately 25kms south of Dubbo, in central western NSW.


The project represents an alternative and reliable source of the critical minerals and rare earths needed to de-risk and relieve bottle-necking in the global supply chain.


ASM intends to develop the Dubbo Project to produce metal oxides in the form of chemicals, powders and metals at its Dubbo site. These products will be available in a range of standard and customised specifications, based on market requirements. ASM has completed significant successful test work to optimise oxide recovery in partnership with the Australian Nuclear Science and Technology Organisation (ANSTO).


Long-term, the materials produced from the Dubbo Project will be used for refining into critical metals at ASM's proposed metals plants, the first of which is in South Korea.


The Dubbo Project is construction ready, with all major permits approved. Negotiations for detailed engineering and execution are underway.


ASM upholds stringent ESG standards across all its activities. As part of this commitment, ASM intends for its direct supply chain of rare earths and critical metals from the Dubbo Project to be highly traceable for ethical and sustainable accountability from mine to market. ASM also intends for the Dubbo Project to be a flagship for clean resource development: targeting operational net-zero carbon and adopting key strategies from its Optimisation Study that significantly improve ESG performance.

ASM is seeking an experienced EPCM organisation to support the development of the Dubbo Projects Non-Process Infrastructure, with the ability to integrate the services within the wider project which may include the process plant EPC Contract

The services will target ASM's Final Investment Decision (FID) in December 2024

The works will encompass the areas of scope during the current phase of work with the expectation for continuing services during the project implementation phase.

The approved Dubbo Project contains a Solid Residue Storage Facility (SRSF) as part of its mineral processing infrastructure. Previous SRSF studies have been undertaken throughout the project life cycle. ASM is now progressing the design into a final detailed design phase. The scope for this phase is included below.
SCOPE OF PACKAGE
Management Services
. Management and reporting of design activities
. Planning and where required, site based services to support geotechnical and geochemical investigations
. Coordination with Non Process Infrastructure Study Lead and Tailings Pipeline specialist
Design Services
. Undertake trade off studies which will include location / staging and Life of Mine Options
. Design Review of the current proposed SRSF including an assessment of Industry Best Practice
. Design of the geotechnical and geochemical program to support design services
. Production of revised detailed design quantities are to be provided - with estimate to be coordinated and assembled by the Non Process Infrastructure Consultant

ASM is seeking an experienced design organisation to support the development of the Dubbo Project Solid Reside Storage Facility and Water Management Design, with the ability to provide a design compliant with NSW dam regulations. The scope will also include upfront trade off studies and with a review of the design capacity. Potential concept options for an extended life of mine review will also be undertaken.
The services will target ASM's Final Investment Decision (FID) in Q4 2024, with early stage reports facilitating ASM decisions.
