Rollingstock Expansion Program
South East Queensland (SEQ) continues to experience strong population growth, generating more demand for public transport. The Shaping SEQ plan predicts SEQ will be home to an extra 1.9 million people by 2041, with the total regional population growing to around 5.3 million.
This population growth and the transport network demand growth, along with the delivery of Cross River Rail (CRR) in 2025/26 calls for increased rail network service levels. This proposed increase drives the need for more tunnel-capable rollingstock ready for when CRR opens and beyond.
The Department of Transport and Main Roads (TMR) recently conducted analysis which has indicated that a rollingstock expansion in the order of up to 65 additional six-car Electric Multiple Units (EMUs) will be required over the next 10 years to deliver service uplift and meet demand (REP). TMR is responsible for delivering the REP. The Queensland Government’s investment in the REP is designed to benefit local communities and businesses and create local jobs.
The REP will include a single Design, Build and Maintain contract for a successful supplier to deliver the Rollingstock, Maintenance and Manufacturing Package (RMM Package).
It is currently contemplated that the RMM Package will include the following key components:
- Initial Fleet of 20-six car EMUs and options for a further 45, six-car EMUs (together the Rollingstock Fleet)
- Manufacturing Facility; and
- Maintenance of the Rollingstock Fleet.
In line with the Queensland Government’s commitment to source locally, a manufacturing facility for both the RMM Package and future rollingstock manufacturing activities will be secured and funded by TMR and established by the successful rollingstock supplier.
TMR is currently investigating options for maintenance facilities to be used for maintaining the new Rollingstock Fleet, including existing facilities or design and construction of a new facility (which would be included as part of the RMM Package).
Queensland Rail will operate the Rollingstock Fleet delivered by the RMM Package.
SUPPLIER'S REGISTRATION OF INTEREST (ROI)
This Suppliers Registration of Interest invites organisations to register their interest to supply materials or services to the successful tenderer of the RMM Package (Suppliers). TMR will make available the list of Suppliers “Interested Suppliers List” to the RMM Package tenderers to enable them to source potential suppliers for materials or services they may require. The Successful Tenderer may then run its own procurement program amongst the Suppliers and other entities it may wish to engage.
Suppliers are to register their interest in providing goods / services in one or more of the following capabilities:
- Rollingstock Manufacturing, Assembly and Commissioning
- Manufacturing facility and Maintenance Depot construction
- Plant & Equipment for manufacturing site and maintenance facility
- Maintenance and/or cleaning of the rollingstock , manufacturing and/or maintenance depot.
TMR encourages local industry interested in supplying to the project to register an registration of interest (ROI) through the ICN Gateway webpage.
Information on specific supply opportunities will be communicated on the ICN Gateway project page as it becomes available, with local industry able to register its interest against them.
Please ensure that:
- Your company profile on the ICN Gateway is complete, up-to-date and accurate including electing to be notified via e-mail of supply opportunities
- You register your interest as a full or partial scope supplier (where applicable), and
- You respond to all project and work package-specific questions.
It is important that businesses submitting an ROI are aware that their submission does not guarantee that they will progress further in the registration on interest and be included on the Interested Supplier List. TMR may, in its absolute discretion, exclude any business from progressing any further for any reason, or decide not to proceed with the procurement process. TMR gives no representation or undertaking that, any business submitting an ROI will be contacted by a potential RMM Package tenderer or successful tenderer.. Further even if your business is registered this does not guarantee any volume of orders. Only businesses that can demonstrate capability and capacity in accordance with the project’s standards may be invited to pre-qualify for specific opportunities. By submitting an ROI, you acknowledge and agree that TMR will not be liable for any claim arising out of, or in any way in connection with this ROI.
Interested Participants that meet the EOI requirements and are interested in tendering on the RMM Package as a lead tenderer, are not required to register any interest via this ROI process. These parties should respond to the Expression of Interest process to be commenced for the RMM Package and released via Qtender.
