INTEGRATED FACILITIES MANAGEMENT - EXPRESSION OF INTEREST (EOI)


Raytheon Australia (Raytheon) is an Australian Defence company engaged in the design, development, integration and sustainment of advanced technology solutions for the Australian Defence Force (ADF). With our corporate headquarters in Canberra, the company has offices in most mainland capitals and operations in a number of regional centres including Amberley, Nowra and Newcastle.

The purpose of this request for Expressions of Interest (EOI) is to obtain responses from organisations that possess the necessary facilities management skills and capabilities to perform an Integrated Facilities Management (IFM) service for Raytheon across all our facilities, and to establish a shortlist of potential partners to be invited to submit a response to a Request for Tender (RFT).


IFM services are required for the following tier 1 facilities:


·         Brindabella Business Park, ACT

·         Macquarie Park, NSW

·         Murarrie, QLD

·         Carole Park, QLD

·         Mawson Lakes, SA

·         Henderson, WA

A key requirement is a comprehensive management regime which ensures all services are provided as a fully integrated, interoperable, consistent, and seamless service across all Raytheon facilities.


A high level description of the requirements is as follows:


·         Client Service Management – responsiblity for coordinating and administering on-site services

·         Help desk and service tracking – ability to register work requests, track status and completion

·         Electrical – lighting, switchboards, electrical integrity testing

·         Heating ventilation and air conditioning (HVAC) services

·         Mechanical, plumbing and hydraulic services

·         General cleaning – commercial, hygiene and washroom servicing

·         Periodic cleaning – industrial cleaning, window cleaning, carpet/furniture steam cleaning

·         Waste management and recycling, including classified waste

·         Utility support – water and utilities conservation and monitoring

·         Security – access control and alarm systems, security patrols and response

·         Pest management and control solutions

·         Grounds and garden management; and

·         Asset management - inspection and condition reporting, data collection and analysis..

A more detailed description of the required services is provided in Attachment 2. Raytheon would appreciate information on additional value-add services that can be provided as part of, or as an add-on, to the IFM services.


Additionally, the following tier 2 sites may require select IFM services:


·         Fyshwick, ACT

·         Williamtown, NSW

·         Nowra, NSW

Raytheon requests respondents indicate if they can also provide IFM services at the tier 2 sites as a pre-cursor to the RFT. 

In order to be considered for shortlist a respondent must be able to meet the following mandatory criteria:

     a.     ability to provide the full suite of services across all tier 1 Raytheon facilities as listed in Attachment 2, whether directly or through a network of subcontractors; and

     b.     ability to provide security-cleared personnel to undertake the services at each site.

Respondents should note that a respondent that does not meet these mandatory requirements will not be considered for an invitation to participate in the RFT.

Respondents should further note that Raytheon intends to enter into a contract with a single legal entity that will be responsible for the performance of the IFM services. If a respondent wishes to submit a response as part of a team or consortium, the respondent is to:

   a.   identify the legal entity that would enter into the contract

   b.   include the information sought in Attachment 3 for each member of the team or consortium; and

   c.   describe the relationship between each member of the team or consortium and the structure proposed for management of the team or consortium, including nominating a single point of contact for all communications in relation to the EOI.

It is intended that the responses to this EOI will result in a shortlist of potential providers that will be invited to submit a response to an RFT, and subject to the outcome of the RFT process it is anticipated that services will commence in Q1 2021.

Respondents should note that the above schedule is subject to change at any time and is not to be relied on as final and definitive

This EOI comprises:


   a.     Attachment 1 – Conditions of Registration

   b.     Attachment 2 – Statement of Requirement; and

   c.     Attachment 3 – Proposal Requirements.

Respondents are to complete and provide the information requested in Attachment 3 (including any supporting documentation provided to enhance the response) no later than 5 pm AEST on 25 September 2020 to the Contact Officer at:

Respondents are to direct any questions in relation to the EOI to the Contact Officer. Any question submitted by respondents is submitted on the basis that Raytheon may circulate it and the response to all other respondents without disclosing the source of the question or any confidential information.
