Project Details


ICN has established this portal as a forum for managing supply chain shortages due to COVID-19, including identifying gaps in the supply chain and how we can facilitate local businesses that can help fill these gaps.


How can ICN help?

Industry Capability Network (ICN) is working with Australian governments at all levels in the response to COVID-19. 

We are receiving requests for information on local supplier capability in order to address the anticipated potential shortages for medical devices and PPE required to mitigate the impacts of COVID-19 in Australia and globally. ICN is also receiving anecdotal information on supply chain gaps for local suppliers, and other organisations are seeking and receiving similar requests.

This portal provides a mechanism to collate and address those needs, as well as linking suppliers with other forums that are seeking these capabilities, all in one place.

What are Australian Governments and other organisations doing?

The following Requests for Information and Expressions of Interest are currently open:

  • The Victorian Government has developed a series of directories to help identify suitable suppliers of locally manufactured products to assist both Government and Industry in their sourcing needs. These can be found here.
  • The Queensland Government is linking businesses in need with other Queensland companies which may be able to supply the required products or services. More information here.
  • Queensland State Government has a project page, which allows businesses who are able to supply to other businesses experiencing supply chain issues, to register their details, when specific supply chain opportunities are identified that match your business capabilities based on your company profile. The project page is available here.
  • The NSW Government is calling for local manufacturing of medical supplies, even if re-tooling is required. There is an urgent need for hand sanitiser, examination gloves, disinfectant, cleaning products, handwash, masks, eyewear, gowns and paper products like toilet and tissue paper. More information is available here.
  • The Advanced Manufacturing Growth Centre (AMGC) has launched a portal for Australian manufacturing, component suppliers and skilled design, engineering and manufacturing experts to register their interest and core competencies in support of the national response to COVID-19. This portal also provides business to business connection. 
  • The Department of Jobs, Tourism, Science and Innovation in WA is seeking to identify businesses with transferable technologies to develop and support local manufacturing or supply capability in key health industry sectors. Register your interest here.
  • The Defence Economic Stimulus Works Program is available to support businesses so they can maintain employment. Broadspectrum, as the principal contractor for Estate Maintenance and Operational Services (EMOS) for the Department of Defence, is managing this program and is looking to establish a panel of SME vendors across seven (7) work categories.
    Work is at various Defence bases in the Northern Territory, South Australia, Western Australia, Victoria and Tasmania. The following categories of work are available: Air conditioning and HVAC services (general works); Hydraulic and plumbing (general works); Civil services (roads, footpaths, kerbing, bitumen); Interior specialists (joinery and painting; Electrical (general low voltage to RC replacements); Land Management (Landscaping, bird proofing); General building, construction and demolition. The Victorian Government is seeking to map various locally manufactured medical equipment and PPE that may be needed to meet increased demand due to the COVID-19 pandemic. A Registration of Capability is being called for the local manufacture and supply of:
- face masks/face coverings -fabric based, reusable

Registration of Capability:
The Victorian Government encourages local businesses interested in registering their capability with the Victorian Government for the production of reusable face masks/face coverings to register their interest through the ICN Victoria Gateway webpage and through the manufacturing portal through this link.

Specific scope requirements: Multi layers fabric face mask/face coverings that can be washed and re-worn multiple times. Suitable for use by the general public in community settings.

Further requirements: Manufacturers are strongly recommended to be Ethical Clothing Australia accredited, so if not currently accredited, suppliers should apply for accreditation as soon as they can.

- Synthetic Blood Penetration testing (applicable standards: ISO 22609 or ASTM F1862/F1862M-13)
- Bacterial Filtration Efficiency (BFE) (applicable standards: ASTM F2101-14 or EN 14683:2015 Appendix B or ATCC 6538)
- Differential Pressure Drop (Delta P) (applicable standards: EN 14683:2014)

The Victorian Government is seeking information from various locally manufactured medical equipment and PPE to meet increased demand due to the COVID-19 pandemic. An Expression of Interest (EOI) is being called for the local manufacture and supply of:
- Isolation gowns - reusable or single use and/or
- Input materials (e.g. fabric) for the supply into reusable or single use isolation gowns

Expressions of Interest:
The Victorian Government encourages local businesses interested in potentially supplying re-usable isolation gowns and/or input materials to register their interest via this Expression of Interest (EOI).

Specific scope requirements
Please indicate your ability to produce gowns that are:
- isolation
- single-use or reusable
- non-sterile
- fluid repellent or non-fluid repellent (to be used with plastic apron)

Input materials for reusable or single use isolation gowns:
If you can supply input materials for the manufacturing of reusable or single use gowns, please register your interest.

Further requirements
Manufacturers are required to be Ethical Clothing Australia accredited, so if not currently accredited, suppliers should apply for accreditation as soon as their supply chain is established.

Vic - Reusable Buckle/Fastener for Face Masks and Face Shields29 Apr 202010 May 2020 
The Victorian Government is seeking a solution to enable adjustment of face masks and face shields that can provide an individual fitting of loops with an additional plastic buckle - to support locally manufactured medical equipment and Protective Personal Equipment (PPE) to meet increased demand due to the COVID-19 pandemic. An Expression of Interest (EOI) is being called for the design, trial and manufacture of a suitable reusable plastic buckle using additive manufacturing.

Expressions of Interest:
Local additive manufacturing businesses interested in providing a design solution and manufacture of a reusable plastic buckle/fastener for use on existing face masks and face shields are encouraged to respond to this EOI.

Specific requirements:
Surgical and respiratory face masks and disposable and reusable face shields are critical items of PPE currently being utilised by front-line health workers. These protective items are often worn for many hours and are not able to be easily adjusted to enable a better fit and/or to reduce pressure on the wearer's ears.
Mask and face shields are generally secured by the wearer via non-latex elastic bands.

The plastic buckle/fastener should provide the following:
- a solution to face masks and face shields that can provide an individual fitting of loops
- be able to adjust the loops of face masks/shields
- be able to be sterilised and/or washable/wipe down with a disinfectant wipe

The Victorian Government is seeking information about locally manufactured medical equipment and PPE to meet increased demand due to the COVID-19 pandemic.

This Expression of Interest (EOI) is being called to identify local manufacturers of hand sanitiser to be listed in a Victorian Government directory.

Suppliers who respond to the EOI must:

- agree to be listed in the Victorian Government's Hand Sanitiser Manufacturing Directory, which will be published online and circulated to potential customers
- specify the formula of hand sanitiser being produced
- provide product and packaging details
- disclose production capacity - large, medium or boutique/small producer
- identify target market - retail, wholesale or contract manufacturer
- confirm immediate capability and capacity to supply product
- provide company details, a company overview and nominate a key contact
