About Spark

Spark is a multi-national consortium featuring three of the world’s leading construction companies and one of the largest road and tunnel operators in Australia. Spark is one of three consortia that have been shortlisted to bid on the North East Link (NEL). The consortium's design and construct joint venture (D&C JV) consists of Salini Impregilo, China State Construction, and GS Engineering and Construction and their operations and maintenance (O&M) contractor is Broadspectrum Australia. Capella Capital and John Laing are supporting the financing and development.

Project Overview

The North East Link (NEL) is Victoria’s largest road project and represents the ‘missing link’ in Melbourne’s transport network. The project will connect the M80 with the Eastern Freeway linking key growth areas in the north and south-east. It includes upgrades to the Eastern Freeway, a dedicated Doncaster Busway, more than 25 kilometres of new and upgraded cycling and walking paths, and improvements to community facilities including local sports grounds.

The $7-9 billion major works contract will be delivered as part of a Public Private Partnership (PPP). The scope of the PPP includes:

- The design of the entire North East Link corridor, which comprises:

  • extension of the M80 Ring Road at Plenty Road and the Greensborough Bypass at Plenty River Drive to the northern tunnel portal located near Blamey Road;
  • approximately six kilometres of twin, three lane tunnel from the northern portal located at Blamey St, to a new southern portal located south of the Veneto Club in Bulleen; and
  • connection of the Eastern Freeway to North East Link, as well as major upgrades and modifications to the Eastern Freeway from Hoddle St to Springvale Rd.

- The construction and commissioning of the twin, three lane, six kilometre tunnel from the northern portal located at Blamey St, to the southern portal located south of the Veneto Club in Bulleen.

- The long-term operation and maintenance of the entire North East Link corridor over a 25-year contract.

The PPP contract is currently in tender phase. Construction is expected to start by 2021 with targeted completion by 2027. Once completed, the entire NEL corridor will be operated and maintained under a 25-year contract.

Potential Opportunities

Spark is committed to working with local industry to deliver the NEL. As part of this commitment, Spark will provide full, fair and reasonable opportunity for local industry participation across the entire supply chain.

Spark is seeking to engage with local suppliers and contractors that can demonstrate safety, quality, professionalism and respect for community and environment. Spark is also keen to explore opportunities to develop capacity and capability across the supply chain and leverage the know-how and expertise of local industry.

Spark encourages local suppliers, contractors and social enterprises to register Expressions of Interest where their goods and services align with its requirements for activities and products. The list below is not exhaustive and Spark welcomes Expressions of Interest from businesses with other goods and services.
