Project Details


Owner and developer, Australian Naval Infrastructure (ANI) Pty Ltd, has been undertaking extensive expansion and modernisation of the Osborne Naval Shipyard (ONS) since 2017 and this is expected to continue for the next five to six years. These works are being undertaken on behalf of the Federal Government to facilitate its $89B Naval Shipbuilding Plan (NSP), which sets out the strategic approach to building a long-term, sustainable naval shipbuilding and sustainment capability in Australia.


The first expansion project, developed by ANI in collaboration with managing contractor, Lendlease and other partner consultants and contractors, was the $535m Osborne South Development Project (OSDP). A modern, state-of-the-art shipbuilding yard fitted with the latest in systems and equipment, this yard enables end-to-end Steel in….Ships Out capability for the first time at the ONS. This project is now complete and is readying for the construction of the nine Hunter Class Frigates that form part of the NSP.


The next stage of development for the southern yards at ONS is the modernisation of the existing Osborne South yard, with the first building scheduled for refurbishment and repurposing into a pipe workshop from September 2020.


Delivery of Phase 1 of the Osborne North Development Project (ONDP), a bespoke submarine yard designed and constructed to the specific requirements of Naval Group Australia for the production of 12 Attack-class submarines, has also commenced on site with planning and design of the Phase 2 works also underway.


Phase 1 of this project comprises new land-based test facilities, a HV substation and fire pump station. Phase 2 comprises production support halls, a main assembly hall and supporting ancillary buildings and workshops. This northern yard will also have end-to-end Steel in…Subs Out capability.


Phase 2 planning works are being delivered through our appointed managing partner, Laing O’Rourke, working in a collaborative manner with our future submarine yard operator, Naval Group Australia and the Department of Defence through the Capability Acquisition and Sustainment Group (CASG).


Project Requirements


Whilst ANI has engaged managing contractors to undertake a large portion of the Osborne North and South Development Project, there are various expansion and modernisation works being managed and procured directly by ANI’s Project Team.


Operational Requirements


ANI’s Operations Team is also responsible for the supply of goods and services required to ensure the efficient and effective operation and management of the ONS, including the operation of the ship lift, common user facility, equipment maintenance, as well as the supply of parts and consumables required for these facilities.


It is for the procurement of such projects and operational requirements that the ONS ICN portal is intended.
