OneSteel Manufacturing operates the Whyalla Steelworks and associated iron ore mining operations in South Australia. It is Australia's only fully integrated steel producer, with activities spanning:
- Mining - Extraction of iron ore from the Middleback Ranges to supply the steelworks.
- Steelmaking - Producing billet, rail, rod, bar, and structural steel products for domestic and export markets.
- Port Operations - Managing the Whyalla Port for export of ore and steel products, and import of raw materials.
The business integrates the full supply chain - from mining and processing raw ore, through steel production, to distribution, servicing construction, manufacturing, infrastructure, and rail industries in Australia and overseas.
Current Operations:
Currently, the Whyalla Steelworks incorporates an integrated steelworks with a capacity for approximately 1.2 million tonnes of steel per year. This includes a Blast Furnace (BF), two Basic Oxygen Furnaces (BOFs), two Continuous Casters, a hot-rolling mill, as well as associated raw and finished materials systems.
The Steelworks produces slab and billets as semi-finished steel products, a variety of structural steel products, and rail products into the market. Semi-finished steel products are sold into the domestic and international markets, whilst the finished steel products are presently marketed domestically only.
The Whyalla's steelworks are of strategic national importance to Australia in ensuring domestic steel supply security. Australia plays a role in the development and adoption of clean steel technologies and has a competitive advantage in value-added transformation and innovation in sustainable production.
Project Overview:
OneSteel has decided to move to an alternative ironmaking technology with pressure mounting on the steel industry globally and locally to reduce greenhouse gas emissions. Under the Australian Government's SafeGuard Mechanism the Whyalla Steelworks is pressured to reduce its emissions by 1% of baseline annually. Blast Furnaces cannot deliver such reductions. The only suitable mature technology is direct reduction iron with an electric arc furnace.
The key objective of OneSteel's Whyalla GreenSteel Project is to transform the Whyalla Steelworks from an aged high-cost coal-based blast furnace and basic oxygen furnace steelmaking process to a cost-competitive sustainably powered modern direct-reduction ironmaking and electric-arc-furnace steelmaking plant. For this selected option OneSteel has progressed through Pre-Feasibility Studies in 2023/24 and Feasibility Study (FS) work through 2024-2025, with the following scope included in the Project:
- Direct Reduction Plant (DRP)
- Electric Arc Furnace (EAF) Meltshop
- Materials Handling Systems
- Supporting Utilities, Infrastructure, & Logistical systems
- Integration into the existing Casters
- Upgrades to existing operations
- Purpose
The Whyalla's steelworks are seeking experienced and qualified suppliers for provision of purchase/ long term on-hire forklifts to fulfill their operational requirements at the Whyalla Steelworks and Mines. The prospective supplier would be able to demonstrate methodology and approach for delivering the forklift hire services including the fleet provision, delivery and on-site support.

The primary goal of this Expression of Interest (EOI) is to survey the market for suitably experienced and capable Engineering Service Providers (ESP) to partner for the Definitive Feasibility Study (DFS). Firms that demonstrate relevant experience and alignment to scope will be invited to tender in late October 2025.
