Public Housing Renewal Program Stage 1 

The Public Housing Renewal Program Stage 1 will involve the redevelopment of public housing properties across seven existing public housing sites in metropolitan Melbourne. 

The program will result in an increase in the number of social housing dwellings across the sites that are well designed, more efficient and better suited to tenants' needs.

Current Program Status

PHRP Package 1 - Request for Proposal Stage

  • Redevelopment of public housing estates in Prahran, Brighton and Flemington under a ground lease model.
  • Each consortium (Proponent Group) responding to the RFP is to submit a Proposal for the financing, design, construction and operation (tenant and asset management and maintenance) of all three estates including social and private (build-to-rent) housing.
  • RFP open: 12 August 2020
  • RFP close: 22 October 2020

PHRP Package 2 – Awarded to MAB Corporation

  • Redevelopment of public housing estates in North Melbourne, Northcote and Preston

PHRP Package 3 – Awarded to AV Jennings

  • Redevelopment of a public housing estate in Brunswick West

Please Note: this is NOT an EOI process for developers as this has already been undertaken by the Department of Health and Human Services (DHHS).

Local Content

The minimum level of local content set for construction for this project is 91% and the maximised use of local steel products made from locally milled steel. For PHRP Package 1 - operational phase the minimum level of local content is set at 80%.
