Laing O’Rourke is supporting Defence’s operations in the Northern Territory delivering the Larrakeyah Defence Precinct Redevelopment Program as managing contractor.


Larrakeyah Defence Precinct

Larrakeyah Defence Precinct is a critical enabler and provides support to the sustainment of the Australian Defence Force. The base supports numerous Army, Navy and Joint units, including Headquarters Northern Command, North West Mobile Force (NORFORCE) and HMAS Coonawarra.

Since the establishment of Larrakeyah Barracks in 1932, reinvestment in infrastructure at has been limited with the last major program of works undertaken in 1982 when the Darwin Naval Base (since renamed HMAS Coonawarra) was constructed. Coonawarra is utilised by the home-ported patrol vessels and visiting warships as effectively the only port capable of providing the facilities necessary for forward support to a range of maritime operations and exercises across Australia's northern and north-western approaches.

Larrakeyah Defence Precinct has significant shortcomings in the condition, capacity and compliance of existing engineering services infrastructure, and is unable to support any further development.  Larrakeyah Defence Precinct also contains disparate units and workgroups located througout the base in aged buildings which do not meet Building Code standards.  The current base entrance does meet contemporary Defence security standards.


HMAS Coonawarra

Darwin is strategically vital for Australia's defence as a location from which to mount, deploy and sustain military operations.  HMAS Coonawarra is required to sustain significant joint and combined operations in Australia's northern and north western approaches and is port for twelve (12) Armidale Class Patrol Boats (ACPB) and other support vessels, providing administrative, training, logistics and maintenance support for the home ported fleet units and support to visiting ships.

In the past, visiting RAN and foreign warships relied heavily on the Darwin City wharves (Stokes Hill Wharf, Fort Hill Wharf and the Iron Ore Wharf) to provide necessary berthing facilities, logistics support, and replenishment of supplies and delivery of fuel to ships berthed alongside.

The facility provided fuel to Navy vessels berthed alongside the Fort Hill Wharf by pipeline to the wharves and by road tanker (to ready use storage tanks at Coonawarra and to Navy vessels alongside at other locations), or by filling the Self-Propelled Water/Fuel Lighter (SPWFL), which could then bunker vessels at anchor or berthed. The Stokes Hill Naval Fuel Installation closed in December 2014.

As Navy's force-in-being expands, there is a growing emphasis on ensuring the necessary logistics support capacity is maintained. There is currently insufficient wharf space in Darwin to readily support major ADF operations or major multi-ship maritime exercises.


Larrakeyah Defence Precinct Redevelopment Program (LDPRP)

Larrakeyah Defence Precinct Redevelopment Program is a merging of two former projects:

  • J0109 Larrakeyah barracks Defence Precinct and
  • N2238 Facilities to Support Naval Operations in the North,

which both received Public Works Committee “expediency motion” on 28 June 2018.

The scope of Larrakeyah Larrakeyah Defence Precinct Redevelopment Program broadly includes:

  • New consolidated NORFORCE Facilities including Headquarters and Operations office accommodation, maintenance, training and storage facilities, vehicle hardstand, vehicle shelters and associated services infrastructure;  
  • Upgrade existing electrical infrastructure services, including new incoming HV Feed, HV and LV upgrades, street lighting and two (2) new incoming switch stations;
  • Upgrade existing potable water infrastructure;
  • New fire-fighting infrastructure including fire water tanks and fire pump shelter;
  • Upgrade existing sewerage infrastructure including three (3) sewer pump stations;
  • Upgrade existing stormwater infrastructure including diversion of existing stormwater via underground tunnel and new Gross Pollutant Traps;
  • Upgrade existing ICT infrastructure including DVN, DRN and DSN passive infrastructure and new ICT Core Node;
  • New consolidated Shared User Facility (SUF) including integrated office fitout and associated infrastructure services;  
  • New Base Entry Precinct including roundabout inside Defence property at the end of Packard Street, upgraded and new road network, passive and active security controls, new carpark adjacent Larrakeyah Primary School and associated infrastructure services;
  • New “Junior Sailor Carpark” adjacent to the SUF, including pedestrian shelters, lighting, bridge/stair access to HMAS Coonawarra and associated services infrastructure; 
  • New outer wharf including services to support the berthing of RAN vessels: shore-to-ship power, ICT, water, fire water, potable water, waste water and stormwater drainage;
  • New facilities to support the wharf including new hardstand for storage and laydown, repairs to existing rock armour, storage warehouse, substation, lighting and associated services infrastructure; 
  • Ready-use Fuel Storage Facility including two (2) 1.75ML ADF-10 diesel storage tanks, bunded hardstand and associated fuel piping, valves and controls to allow re-fuelling and bunkering of RAN vessels at the wharf;
  • New facilities to support the Fuel Storage Facility including fuel pump shelters, substation and Fuel Quality Control Centre (FQCC).

Laing O’Rourke will release a further 5 Expression of Interest (EOI) groups during the remaining of this project. EOIs are sought from businesses capable of performing the full scope of works only.
