Qonnect partners have delivered key infrastructure projects in Queensland including Airport Link, Sunshine Coast University Hospital, Gateway Upgrade North and Kingsford Smith Drive upgrade. Delivering these projects has provided us with an in-depth knowledge of the local supply market and supply chain and an understanding of the opportunity a project the size of Cross River Rail can bring to the local market.
Cross River Rail will be delivered through two major packages of work. One package is the Tunnel, Stations and Development (TSD) public-private partnership (PPP). This is the package Qonnect is currently preparing a submission to deliver. The second and separate package is the Rail, Integration and Systems (RIS) alliance. The total value of the Cross River Rail project, including both the TSD and RIS is $5.4 billion.
The Tunnel, Stations and Development scope of work includes:
- A new rail line between Dutton Park and Normanby, including tunnels entering the Tunnel Portal North which will be located at Normanby, travelling under the Brisbane CBD and Brisbane River before exiting at the Tunnel Portal South, located north of Dutton Park Station;
new underground stations at Roma Street, Albert Street, Woolloongabba and Boggo
of Dutton Park Station;
work, including additional track and stabling;
- Station precinct activation.
Qonnect recognises the significant economic benefit a project the scale of Cross River Rail can bring to a local community. Our procurement processes reflect our commitment to provide local suppliers, no matter how big or small they are, with a full, fair and reasonable opportunity to be part of this iconic project.
Qonnect is applying the themes of the Queensland Charter for Local Content to our procurement and is engaging with small to medium sized enterprises and Indigenous-owned businesses. We have programs and procedures to assist small suppliers actively participate in the project.
Qonnect is currently tendering for the TSD package of work. Tender submissions are due in October with the contract expected to be awarded in early 2019. Construction is expected to start mid-2019 and finish in 2024.
Expressions of Interest
Qonnect encourages local and regional businesses interested in supplying to the TSD package to register an Expression of Interest (EOI) through the Qonnect ICN Gateway webpage. Suppliers should ensure their business profiles on the ICN Gateway are correct as this gateway will be used to promote new opportunities as the project delivery progresses.
It is important for suppliers who are submitting an EOI to note that the Cross River Rail project is currently in the ‘Request for Proposal’ phase of the process. Qonnect is one of three consortia shortlisted to submit a proposal for the project. Submitting an EOI through the ICN Gateway and contact from Qonnect during this process does not guarantee a contract of engagement by Qonnect.
Expressions of Interest should be submitted by 31 August 2018.
