Overview

Level Crossing Removal Project (LXRP)

The project will remove 110 level crossings by 2030, with 67 already gone for good, improving safety and reducing congestion across Melbourne.

ICN Victoria is supporting the Level Crossing Removal Project (LXRP) with Industry Engagement by providing the Supply Chain with regular updates and information on the status of the current works. This ICN Gateway Page will be updated every two (2) months to reflect the current information available.


Current Works

South Eastern Program Alliance (SEPA)

Consisting of - Laing O'Rourke, Jacobs, Metro Trains Melbourne and LXRP.


Union Road, Surrey Hills and Mont Albert Road, Mont Albert

  • Removal of two (2) level crossings by building a new rail trench under the road and a new Union station.
  • Construction is due to be completed by mid-2023.

Coolstore Road, Croydon

  • Removal of one (1) level crossing with a rail over road solution, a new Croydon Station, removal of a roundabout at Coolstore Road and a new transport hub.
  • Construction is due to be completed by 2025, making the Lilydale line level crossing free.

Dublin Road, Ringwood East

  • Removal of one (1) level crossing with rail under road solution and a new Ringwood East Station.
  • Construction is due to be completed in 2025.

Bedford Road, Ringwood

  • Removal of one (1) level crossing with rail under road solution.
  • Construction is due to be completed by 2025.


North Western Program Alliance (NWPA)

Consisting of - John Holland, Kellogg Brown & Root (KBR), Metro Trains Melbourne and LXRP.


McGregor Road, Main Street and Racecourse Road, Pakenham

  • Removal of three (3) level crossings with a rail bridge over the roads, a new Pakenham Station, the extension of the metropolitan rail line by 2km and building a new East Pakenham Station.
  • Construction is due to be complete in 2024.

Keon Parade, Reservoir

  • Removal of one (1) level crossing with a rail bridge over the road and one new Keon Park Station.
  • Construction is due to be complete in 2025.


Western Program Alliance (WPA)

Consisting of McConnell Dowell, Arup, Mott MacDonald, Metro Trains Melbourne and LXRP.


Mt Derrimut Road, Deer Park

  • Removal of one (1) level crossing with a rail over road solution and a new Deer Park Station.
  • Construction is due to be completed by mid-2023

Webb Street, Narre Warren

  • Removal of one (1) level crossing with a rail over road solution and a new Narre Warren Station.
  • Construction is due to be completed in 2025.


Southern Program Alliance (SPA)

Consisting of Lendlease, ACCIONA/Coleman Rail, WSP, Metro Trains Melbourne and LXRP.


Neerim Road and Glen Huntly Road, Glen Huntly

  • Removal of two (2) level crossings by building a new rail trench under the road and construction of a new Glen Huntly Station.
  • Construction is due to be completed in 2024.

Hurstbridge Line Stage 2

  • The construction of two (2) new stations at Greensborough and Montmorency, duplicating 3.5km of new rail track between Greensborough and Montmorency and between Diamond Creek and Wattle Glen.
  • Construction is due to be completed in 2023.

Warrigal Road, Mentone and Parkers Road, Parkdale

  • Removal of two (2) level crossings by building a rail bridge over the roads and new Parkdale Station.
  • Construction is due to be completed in 2025.

Melbourne Underground Rail Loop - Fire and Safety Upgrade Stage 2

  • Upgrading modern smoke detection, extraction and sprinkler systems at Flagstaff, Melbourne Central and Parliament stations, as well as decommissioning existing outdated infrastructure.


Metropolitan Roads Program Alliance (MRPA)

Consisting of Fulton Hogan, Metro Trains Melbourne and LXRP.


Camms Road, Cranbourne

  • The removal of one (1) level crossing at Camms Road with a road bridge design.
  • Construction is due to be completed in 2024.

Brunt Road, Beaconsfield

  • The removal of one (1) level crossing at Brunt Road by building a road bridge over the rail line.
  • Construction is due to be completed in 2025.


Potential Opportunities

Capable, competent, competitive & qualified suppliers are encouraged to submit an initial Expression of Interest (EOI) for the relevant work packages listed below.


  1. To support the Victorian Government achieve its requirement for 100 per cent local steel products made from locally milled steel products, submit an initial EOI via the 'LXRP Steel Opportunities' work package; and/or;
  2. To support the Victorian Government achieve its local content targets, submit an initial, generic EOI via the 'LXRP Any Opportunities' work package.
