In May 2009, the Australia Government allocated $120 million for a new ocean - going research vessel to replace the present CSIRO Marine National Facility Research Vessel Southern Surveyor. Teekay Holdings Australia Pty Ltd was awarded the contract in January 2011 to design, build and commission the new vessel.

The vessel is being designed by RALion (Robert Allan Ltd and Alion Science and Technology) from USA and Canada and is to be built by Sembawang Shipyard Pte. Ltd. at Singapore. Teekay who are the principle contractor will be managing the design, build and commissioning.

Teekay is committed to maximise local content in the new vessel and are seeking registration of interest from capable and competitive marine manufacturers. Companies that can provide specific capabilities are encouraged to register for the project. Please do not register if you are a reseller of consumables or equipment.

The shipyard's world-class reputation is based on the company's commitment to high quality standards, Health, Safety and Environment standards, timely delivery, superior customer service and innovative solutions.  Sembawang Shipyard is an international brand name for its one-stop superior customer service to major shipowners in the repairs of passenger ship conversion / upgrading, tankers, bulk carriers and containers, liquefied gas carriers and navy ships.

RAlion is a joint venture of Robert Allan Ltd. (http://www.ral.ca/) of Vancouver, BC and Alion Science and Technology (www.alionscience.com) with offices throughout the United States and in Canada. RAlion was formed in 2009 to capitalize on the synergy of the companies' collective talents and to provide design and engineering support for major maritime projects throughout the global market. This new contract is the second major ships design contract awarded to the joint venture in the last 4 months. The other is a contract to design a new class of Offshore fisheries research vessels for the Canadian Coast Guard. The joint venture partners have provided  innovative engineering support in the development of all of the major oceanographic ships in the United States over the last 20 years and have industry leading experience in all areas of oceanographic and research vessel design, including scientific sonar performance, ICES 209 low environmental radiated noise, laboratory and working deck layouts, overside handling systems and dynamic positioning.
