About Nexus Delivery

Nexus Delivery is a joint venture between Acciona and Ferrovial Agroman, established to design and construct the Toowoomba Second Range Crossing (TSRC). The design and construction phase is 40 months and includes all infrastructure, assets and systems.

Nexus Delivery is committed to sourcing local subcontractors, suppliers, goods and services.

The TSRC will be delivered through a combination of self performance and subcontracting.

Nexus Delivery will be utilizing ICN Gateway as part of the procurement process. ICN Gateway is an online platform connecting suppliers with project owners and procurement managers.


About the Project

The TSRC is the largest Australian Government funding commitment to a single road project in Queenslands history. Addressing a recognised constraint in the National Land Transport Network, the TSRC will ensure freight efficiencies and significantly improve driver safety and community amenity by removing heavy vehicles from the central business district of Australias second largest inland city, Toowoomba.

The TSRC is the centre piece of major economic development taking place in southern Queensland and will create a safer, faster and more efficient route for connecting freight to major ports and markets.

The TSRC will deliver significant economic benefits for the region and will support local employment and the local supply chain.

The key features of Nexus Infrastructures TSRC design solution include:

  • four lanes from Warrego Highway East Interchange to Warrego Highway West
  • grade separated interchanges at Warrego Highway West, Toowoomba-Cecil Plains Road and Gore Highway
  • grade separated connection to Mort Street
  • an approximately 30-metre deep cutting at the top of the  Toowoomba Range will be constructed as an alternative to the tunnel solution as detailed in the reference design to allow all heavy vehicles, including dangerous goods and over-dimensional vehicles to use the TSRC
  • 800m long viaduct built over the existing Queensland Rail line
  • continuity of the New England Highway through a new bridge over the cutting.


Construction timeframe

Preliminary construction activities including geotechnical investigations and survey activities will commence in late 2015 and construction is expected to commence in early 2016. Construction will take approximately three years to complete with the TSRC expected to open to traffic in late 2018.

Nexus Delivery encourages local industry interested in supplying to the project to register an expression of interest (EOI) through the ICN Gateway webpage.

Information on specific supply opportunities will be communicated on the ICN Gateway project page as it becomes available, with local industry able to register its interest against them.

Expressions of Interest are invited for the provision and operation of an On Site Canteen at the Toowoomba Second Range Crossing in Queensland.

Key Points

The On Site Canteen to provide general healthy balanced food / fast food/ refreshments including meals, hot and cold snacks, sandwiches, hot and cold drinks and a range of confectionary for Morning Tea and Lunch;
Further opportunity to provide Canteen Trucks to service satellite locations along the Projects 41km corridor;
Further opportunity for placement of Food and Drink Vending Machines across the Project;
Canteen Services are required for a period of 36 to 48 months commencing in March 2016;
Proven experience in the provision of this type of catering service will need to be shown.

Nexus Delivery requires the supply, installation and maintenance of a Digital Radio Communication system with encryption capability for its Toowoomba Second Range Crossing Project. Prospective Suppliers shall note the following requirements (in relation to the system):

Coverage to be capable of providing approximately 98% critical coverage in construction zones with clear and understandable speech on transmit and receive across the project 41km corridor;
Talk groups capable of use across any individual, or multiple construction zones, for hand portable radios only, portables may be in vehicles/cabins without external antennas;
Standard individual talk groups for each construction zone as per the site layout below using UHF CB channels ;
Two emergency talk groups providing coverage to all construction zones;
Emergency groups to override any existing traffic;
Primary emergency talk group to monitor, and be capable of two way audio transmit/receive to a single dedicated UHF CB radio channel that will require coverage across all construction zones as an emergency only UHF CB channel (Single channel TBD);
Secondary emergency talk group for specific hand portables;
Radios to have capability of being stunned to prevent unwanted use in the event of radio being stolen; and
Private calls between specified radios.

Nexus Delivery will be seeking both lease and outright purchase pricing during the tender.

An Environmental consultant is required for the Project to complete the required baseline dust monitoring prior to the main construction activities.
Up to 20 dust deposition gauges will be spread out over the 41 km alignment and left out to collect dust over a 30 day period. The consultant would be required to return to the sites after the 30 day period, collect only the bottles and send them to an accredited Laboratory to complete necessary analysis. The TSRC project involves placement of circa 87,000m3 of concrete in permanent structures over a 26 month period starting in June 2016. Ready mixed concrete will be placed in bridge structure, retaining structures, drainage structures, road furniture, operation & utility buildings, footpaths and concrete barriers.

To enable this placement, there will be a need to mobilise different types of concrete pumping plant across the project. Sizes of the RCP are within a range of 600mm to 2100mm diameter.
Average size for the RCBC is 3000 x 3000 mm.


Precast structures will be provided by Nexus Delivery and either stored in laydown areas within reasonable distance to the works or installed directly from delivery trucks.

The TSRC project involves the installation of three arch underpass bridges located in Paynter Rd (BR-02), Morley's Rd (BR-07) and McNamara Rd (BR-08)

Dimensions of the underpasses is approximately 40 meters long, 11 meters wide and 6 meters high. The works will include detailed earthworks for the footings ground preparation, construction of the arch footings with a dimension of 1.8 m wide x 1.3 m deep and 40 m long, installation and erection of the arches, joint sealant and grouting into the footings and installation of subsoil drainage.
Installation of the RSS walls, handrails and drainage to be installed by others.

Precast arches will be provided by Nexus Delivery to be installed directly from delivery trucks.

The Subcontractor shall allow for all cast in items required, subsoil drainage and geotextile, and all required formwork, scaffold, handrails and walkways to perform the work described above detailed earthwork and scour protection is included in the package as well as the abutment protection and construction of maintenance platforms.
This scope of work excludes the installation and erection of the Deck Units and Super-T Girders.

Asbestos Survey reports have been conducted by Nexus Delivery with Asbestos Containing Materials being identified in almost all buildings to be demolished.

These works will require the development of an Asbestos Removal Control Plan prior to the commencement of asbestos removal. The type of license required by the licensed contractor will be in accordance with WHSQ Regulation 2011.
The structures will be demolished progressively from mid-2016 through to Late 2018 dependent on project requirements.

This scope of works is for the construction of subsoil drains along the main toll road alignment, interchanges and associated entry and exit ramps on Toowoomba Second Range Crossing.
This works package will include the excavation, installation and back fill of subsoil drains including; the installation of subsoil inlets, outlets and marker posts and the removal and onsite disposal of excavated materials. The Head Contractor will supply the subcontractor subsoil drainage components and filler materials.
The subcontractor must be capable of constructing subsoil drains in accordance with MRTS03 and TMR standard drawing 1116.
Subsoil drains will vary in dimensions from 500mm 1000mm in depth and 100mm - 600mm in width.
Approximate total subsoil lengths are:
EAST CH 0.0 CH 16620 39,000.00m
CENTRAL CH 17430 CH 27,000.00m
It is anticipated the works will commence August 2017 with completion in May 2018.
This works package may be managed as one or more separable portions/packages which may be let to one or multiple subcontractors.

Technical Requirements
Before responding to the EOI your company must have a proven history within the road construction industry, in particular the installation of subsoil drains to meet road authority Standards and Specifications.

Please provide evidence of projects your Company has:

Constructed subsoil pavement drains with project quantities exceeding 10,000m
Worked in accordance with TMR specifications listed in the scope of work.

Please provide any other information that demonstrates your technical expertise in this area to the specifications.

Constructing subsoil drains to MRTS03 specifications is essential to being selected at the EOI stage.

This scope of works is for the construction of plant mixed stabilised pavements using purpose built road pavers on the Toowoomba Second Range Crossing East and Central Sections.

This works package will include the construction of items such as:
Plant Mixed Pavements using Foam Bitumen
Plant Mixed Pavements Stabilised with Cement

The subcontractor must be capable of constructing pavements in accordance with TMR Specifications MRTS05, MRTS08 and MRTS09.

East CH0,000 CH16,650 - 165,000.00 tonnes
Central CH17,450 - CH28,900 - 120,000.00 tonnes

Required daily placement productions are circa 3,000t per crew per day. These products will be produced from dedicated plants operating on site.
It is anticipated the works will commence August 2017 and finalise in May 2018.
This works package may be managed as one or more separable portions/packages which may be let to one or multiple subcontractors.
Before responding to the EOI your company must have a proven history of paver placing granular pavement materials, in particular unbound, cement stabilised and or plant mixed foam bitumen pavements.

Please provide evidence of projects your Company has:

Constructed unbound pavement layers using purpose built road pavers
Constructed plant mixed stabilised pavement layers using purpose built road pavers
Worked in accordance with TMR specifications listed in the scope of work.

Program:

Due to the nature of the works and the interface to local roads, some of the works will be delivered earlier, what may impact the access to some areas where ITS and Road Lighting is installed. It is also the intention to carry out a fully Factory Commissioning and FAT to simplify the site commissioning at the end of the job.

Generally, works will be performed from July 2017 through to July 2018. This program will be staged to suit the particularities of the Scope in regards to Procurement activities, Delivery, FAT and IFAT, Cable Pulling, Installation of devices, Commissioning and ISAT.

Potential Subcontractors will not be required to undertake any civil works as part of their scope.
